The issue of water distribution in Semnan, based on some local sources and historical documents, indicates that all agricultural lands and gardens of the city had access to an orderly and well-defined system, based on a fair framework. According to geographers and historians, the irrigation system of Semnan city has been the pool irrigation system and turn taking in the water right since the 4th century of Hegira. However, from the second half of the 7th century onwards, methods were contrived for distributing water in Semnan, which are attributed to a Semnani scholar named "Sheikh Alaa al-Dawlah Semnani" (657-736 AH). During the Qajar period, water distribution continued according to the documents of the Timurid and Safavid periods. During this period, water in Semnan was a cultural issue, and based on daily human activities, it was sometimes considered as a wage. As a result, the people who were considered proprietary water owners could use water for various purposes such as buying and selling and irrigation of their crops. In the present article, the documents belonging to the Qajar period related to the religious documents of the people of Semnan are studied. In that era, in Semnan, water was considered a precious element in people’s social relations so it was regarded as a wage, reward, or women’s dowry in this region. Yet, this was done by using precise methods of water supply and water distribution which indicates the high cultural and vital value of water. Examining these documents shows that "water", as a valuable and rare commodity, had a value equivalent to the currency of its time and could be exchanged as a wage for religious practices, marriage, good deeds, etc.
