رویکرد منظر شهری تاریخی به‌عنوان یک روش معاصر در حفاظت شهری با هدف ایجاد تعادل بین حفظ و توسعه و در عین‌حال ارتقای کیفیت فضاهای شهری مطرح شده است. رویکردی که با تصدیق «ماهیت پویا و درحال تغییر شهرها» و تأکید بر لزوم «مدیریت تغییر»، دریچه‌ای نو در مواجهه با چالش‌ها و پیچیدگی‌های مدیریت و حفاظت از شهرهای تاریخی گشوده است. این پژوهش با رویکرد «توسعه‌ای-کاربردی» به‌دنبال شناسایی مؤلفه‌های منظر شهری تاریخی از طریق بررسی سیستماتیک ساختار فضایی و عملکردی شهر در چارچوب یک الگوی حفاظتی و توسعۀ متوازن برای مرکز تاریخی مشهد است. برای این‌منظور، کنوانسیون‌ها، بیانیه‌ها و نظریه‌های کارشناسان بین‌المللی موردبررسی و تحلیل قرار گرفته و با استفاده از روش تحقیق کیفی با استدلال منطقی، تحلیل محتوا، هرمنوتیک، مشاهده و مطالعۀ موردی، مفاهیم بنیادی رویکرد مذکور شامل ارزش‌های ملموس و ناملموس و توجه به مؤلفه‌های اثرگذار اصالت و یکپارچگی، موردبررسی قرار گرفته است. این پژوهش با بررسی لایه‌های تبیین‌کنندۀ اهمیت منظر شهری تاریخی به «بازخوانی» منظر شهری تاریخی مشهد می‌پردازد. این پژوهش، تلاش دارد تا با تحلیل دیدگاه‌های ذینفعان دستاندرکار مدیریت شهری «چارچوبی برای سازماندهی و مدیریت منظر شهری تاریخی در مرکز تاریخی مشهد» تدوین نماید.
