The rapid expansion of development projects—particularly large-scale infrastructure such as dams—has underscored the importance of integrating cultural heritage assessments into the early stages of planning and site selection. As a core component of environmental and feasibility studies, archaeological surveys provide essential tools for identifying, documenting, and preserving cultural and historical resources. In 2015, a systematic field survey was carried out in the proposed reservoir area of the Balvabin Dam in Zanjan Province, northwestern Iran. The study area, situated in the southeastern part of Ijrud County along the Qezel Owzan River, encompasses a varied landscape of intermontane plains and mountainous terrain, sustained by permanent water sources—environmental features that have historically supported long-term human occupation. The survey led to the identification of 19 archaeological sites and mounds, with surface materials indicating continuous settlement from the Parthian and Sasanian periods through the Late Islamic period. The assemblage includes diagnostic pottery sherds, architectural remains, and evidence of domestic and subsistence activities, all pointing to a complex cultural landscape and long-term occupation. Beyond documenting the locations and characteristics of these sites, the data enable a partial reconstruction of settlement patterns in the middle basin of the Qezel Owzan River. This study highlights the archaeological significance of the region and its broader relevance to understanding long-term human habitation and cultural continuity in northwestern Iran.
