One problems of Iran tourism, including Mazandaran Province, is non-uniform spatial distribution and lack of hierarchy interactive relationship between tourism areas. Ranking of tourism service infrastructure in different regions of one province, uniform distribution of infrastructure and inequality mitigation is one of the basic proceeding of tourism development. Therefore, in land use planning, areas ranking based on tourism service infrastructures is necessary to guide and welfare of tourist as well as reducing environmental damages. In this research, tourism service infrastructures were used to classify the townships of Ramsar, Tonekabon, Chalus and Nowshahr; these infrastructures are residential infrastructures (hotel and Inn), public parks, tourism sites, asphalt roads, natural forests and parks, and travel companies. These infrastructures relative weights were compared using AHP and pairwise comparisons for determine how each one of them affect tourism development activities. TOPSIS model is used to determine the ranking of townships and the importance of each infrastructure criterion. Based on obtained relative weights, showing effectiveness of each criteria in tourism infrastructures ranking, the criteria of residential infrastructure (hotel and Inn) with a relative weight of 0.388 has highest impact on tourism infrastructure level in the studied townships. TOPSIS results showed that Tonekabon, Nowshahr, Ramsar and Chalus townships are ranked in the first to fourth, respectively.
