میراث مستند، شامل: کتابخانهها، آرشیوها و مجموعههای موزهای، شریان حیاتی حافظۀ جمعی و هویت فرهنگی ملتهاست. این منابع، نهتنها سوابق تاریخی را حفظ میکنند، بلکه زیربنای توسعۀ دانش و آموزش نسلهای آینده را تشکیل میدهند؛ با اینحال، درگیریهای مسلحانه همواره این گنجینهها را بهصورت هدفمند یا جانبی نابود کردهاند؛ نابودیای که فراتر از خسارت فیزیکی، پیوند یک ملت با گذشتهاش را قطع میکند و آنرا از برنامهریزی برای آینده محروم میسازد و در برخی موارد نسلکشی فرهنگی است. این پژوهش با روش کیفی و تحلیل محتوای استقرایی، الگوهای تاریخی تخریب فرهنگی را از قرن بیستم میلادی تا امروز بررسی میکند. شواهد نشان میدهد قرن بیستم میلادی ویرانگرترین دوره برای میراث مکتوب بوده است؛ بهطور مثال، بیش از ۱۵ میلیون جلد کتاب در لهستان (۷۰-۸۰%)، ۳٫۳ میلیون جلد و 300/17 نسخۀ خطی در یوگسلاوی سابق، بیانکنندۀ این است که این تخریبها اغلب بخشی از پاکسازی قومی و ایدئولوژیک بوده و هویت جوامع را ریشهکن کردهاند. چارچوب حقوقی بینالمللی شامل: کنوانسیون لاهه ۱۹۵۴م. (با پروتکلهای اول و دوم)، کنوانسیونهای یونسکو ۱۹۷۰ و ۱۹۷۲ م.، توصیهنامههای ۱۹۶۴ و ۱۹۶۸ م.، سند نارا ۱۹۹۴م. و اصول ایفلا ارائهدهندۀ ابزارهایی برای حفاظت است، اما نقاط ضعف جدی دارند که گاه آنها در شرایط جنگ بیتأثیر شدهاند. ایران با گنجینههای عظیم نسخ خطی و موقعیت ژئوپلیتیکی پرریسک، نیازمند تدوین فوری برنامۀ ملی بحران میراث مستند است. بدون اقدام پیشگیرانه، جنگها حافظۀ ملت را برای همیشه محو خواهند کرد. حفاظت از میراث مستند، نهتنها یک تعهد حقوقی، بلکه ضرورت اخلاقی برای بقای تمدن و توسعۀ پایدار است. درسهای جهانی که تنها پیشگیری عملی مؤثر است. این پژوهش یک مدل چهارمرحلهای پیشگیرانه پیشنهاد میکند که شامل مرحلۀ پیشگیرانه، مرحلۀ هشدار، مرحلۀ درگیری فعال و مرحلۀ پساجنگ است.
